    At first there is no need to create USB recovery drive since the TMP chip already holds OS. Try the steps mentioned in this link to reload OS and check.

    Thank you, Rudy, for your comment and link. I had already tried the suggested steps before I posted my question. The problem seems to lie either with the mother board or the file containing the Chrome operating system. I want to replace the defective file with a clean file using Chromebook Recovery Utility. My problem is that I can't complete the os down loading process (using a different computer, of course, since my Asus Chrome book is inoperative).
