Laptop won't turn on

I've recently take my laptop in to a shop the guy plugged a 19v charger (power supply)  in to my laptop it's a 12v charger at first it would turn on and say battery low then I notice It would not turn on at all took to a guy who does actually know what he's doing when it it comes to repairing laptops he's said to has the guy used a 19v charger..... yes I said somebody's as already asked me on this community has he blown the mother board the processer... the guy who I took it to secondly after the first guy he plugged the 19v charger into the laptop has phoned me your mother boards gone.... So  it's simple to me the first guy has blown. The mother board does any know is that what happens when you put 19v when it's ment to be 12v charger does it blow the processer mother boarkx

    Hi, kindly try power drain by following the below steps.
    1)Unplug the AC power adapter.
    2)Press and hold the Power button down until the unit goes off. 
    3)Search for a pinhole on the backside of your laptop, insert a small paperclip in the battery reset pinhole, press and hold it down for 25 seconds. Then release the paperclip and try to turn on the unit and check.
