Aspire One 725 high CPU usage when idle

I've just done a factory reset on my Aspire One 725 laptop, and am getting serious performance issues. Opening a web browser (IE, Firefox or Chrome) takes 25-35 seconds. Opening MS Word takes 25 seconds, etc...

 

Task Manager shows very high CPU usage even when the machine is idle (often sitting between 80-100% for a few minutes at a time, when NO applications are open in Task Manager). The list of Processes in Task Manager does not show anything using significant CPU however - just taskmgr.exe @2% and dwm.exe @1%.

 

I have installed AVG anti-virus (free edition), but have temporarily disabled it and the CPU continued to sit at 90-100%. There was/is no AV scan running.

 

I read somewhere that an old battery can cause problems on Acer laptops, but I tried removing the battery (and just running on mains power) and it made no difference.

 

RAM usage is appromimately 50% (950Mb used, of 2Gb).

 

This constant CPU usage when the machine is idle is rendering it pretty much un-usable. How can I work out what's causing it?
