i7-10870H severe CPU thermal throttling even at idle (Predator 315-53)

Model: Acer Predator Helios 300 (315-53) (i7‑10870H, RTX 3060)

Issue: Since a recent repair, the CPU exhibits extreme thermal throttling—even at idle. The GPU performs normally in benchmarks, but CPU tests (like Cinebench and TSbench) show heavy throttling.

In ThrottleStop Limit window: “EDP Other” warning under the Ring column continues to flash, along with multiple yellow/red flags for core and ring under light to heavy load. Upon severe stress the PL2 warnings also start flashing for core, gpu and ring under TS Limits.
HWiNFO logs also show thermal throttling for both CPU and Ring domains.

Steps tried so far:
Checked and restored BIOS to latest version (original version from repair).
Resetted Windows and Acer PredatorSense configurations.
Tried limiting CPU turbo via Windows power settings (99 % cap), with negligible effect.
Cleaned out fans and vents; no dust blockages detected.
Reapplied thermal paste and reseated heatsink properly.

Are there firmware or EC settings that could have been modified during repair, enforcing a lower PL1/PL2 power limit or PROCHOT offset, causing excessively early throttling—even when idle? What steps can I take to check and alter the power limit?

I haven't meddled with TPL settings in throttle-stop but the PL1 and PL2 values are respectively 70 and 107, with turbo time limit of 56.

The cine-bench multi thread score is also coming to 400 which is quite subpar for a cpu like this. What could be the cause of such severe throttling and how to fix this?

    🚨 Common Issues

    • Thermal throttling at idle (confirmed via ThrottleStop and HWiNFO logs)
    • “EDP Other” and “Ring Domain” throttling flags persist even under light load
    • Cinebench scores as low as 400, far below expected performance
    • Windows 11 24H2 instability due to outdated EC firmware and reliance on generic Microsoft drivers

    🔧 Recommended Fixes

    1. Disable Performance Boost in Windows

    • Go to: Control Panel > Power Options > Change plan settings > Advanced settings > Processor power management
    • Set “Processor performance boost mode” to Disabled for both battery and plugged-in (see picture)
    • Prevents erratic turbo behavior that triggers throttling

    2. Use Windows 11 23H2 or Windows 10

    • Windows 11 24H2 introduces aggressive power management logic incompatible with PH315-53’s EC firmware
    • Roll back to 23H2 or Windows 10 for better stability and driver support

    3. ThrottleStop Configuration

    • Unlock TPL tab and set:
      • PL1: 90W
      • PL2: 125W
      • Turbo Time Limit: 128 seconds
    • Disable BD PROCHOT to prevent premature throttling
    • Use Speed Shift Max to cap frequency if needed

    4. Check VRM Cooling

    • Inspect VRM area for missing thermal pads or poor contact post-repair
    • Add heatsinks or better pads if necessary

    ❌ What You Can’t Do

    • Disable Turbo Boost in BIOS: Acer BIOS does not expose this setting
    • Undervolt via BIOS: Intel locked CPU; undervolting may be blocked by Plundervolt mitigations

    HWiNFO shows that PL1 is set to 65 Watts and PL2 is set to 75 Watts. The 70W and 107W values are not being used.

    Worse than that, the Dynamic PL1 power limit is being lowered to 45W which is the rated TDP when turbo boost is disabled. This will limit maximum performance. You can try checking the MMIO Lock box in the ThrottleStop TPL window to lock out the dynamic power limits. Clear the Disable Controls box if you want to increase the MSR PL1 and PL2 power limit values.

    ThrottleStop shows a wide variation in peak core temperatures. Before changing any power limits, I would clean out your laptop and I would replace the thermal paste with Honeywell PTM 7950. Many other popular thermal pastes that work well on desktop CPUs can quickly pump out and fail when applied direct die to mobile CPUs. Do yourself a favor and only use the Honeywell product.

    These are my TPL settings, anything you'd recommend to change?
    And yes, after changing the limits mentioned by @Puraw, the hwinfo shows pl1 and pl2 as 70W and 107W as highlighted in the TPL settings as well.

    I have tried all the fixes you mentioned, except the thermal re-paste with the honeywell product. I will be doing that soon. Shall I also apply the same to the vrm area of the laptop? As it also seems to have no thermal pads/paste.
