Unable to Log In

Error given:  "The sign-in option is disabled because of failed sign-in attempts or repeated shutdowns. Use a different sign-in option or keep your device powered on for at least 2 hours and then try again". 
Please assist, how do I fix this error?  Have tried leaving the device on, but it did not fix the error.

    Press and hold power button till machine shuts off. Remove charger. Insert paperclip into reset pinhole on bottom for 30 seconds. Plug charger back in and wait for battery charge LED to turn from steady orange to steady blue. Turn machine on and try logging in again.
