No icon on taskbar...the process of ePower are running as what I can tell from my task manager.
Already restarted the system.

Check in the installation path (normally inside an "Acer" folder on program files (x86) or program files, if an .exe is available and double click it.
or check in the control panel if Acer epower icon is there.

Also did that, I click both ePowerTray and ePowerTrayLauncher, but nothing happened

So it's not starting, have you tried as administrator?

Not starting, only a black windows that pops up and instantly disappears.

I uninstalled the app, but there was absolute no change in voltage ranges, framerates or Clocks with it installed.

So...I installed Windows 8.1 in a different partition, with all the drivers from the Acer website, at the end same result, fluctuating frequencys of the CPU as well as voltages when plugged in, but when unplugged better performance as always full speed no fluctuation.

i didn't expect to fix the issue just installing epower but i read on some very old posts that setting power options/performance from that application, fixed the issue for some users. (not strictly related to V5)
i had just to guess how to fix this, only trying to help you, since i don't own the V5.
i still think that P-state and C-state are wrong on AC charge, can be software related or BIOS related too.
just to narrow things, do you have those settings on CPU power options?
