My front facing camera when switched on gives just gives flashing blue/green and yellow lines all over the screen and the front camera sometimes is frozen is this software problem or camera fault....thanks

It sounds like a hardware issue. You can try to uninstall/reinstall the driver and software, but I don't think it will help.

If under warranty, contact Acer support. If not, try a local PC repair shop.
