So, I got the XB321HK Monitor today prior to this post and hours before this post to this day.
(Yes, new pc)

When I turned on the monitor, I saw "No Signal" there was NO white circle with crossed lines.

After the monitor found signal, Boom! The circle with crossed lines strikes in. Making the account, The Welcome Introduction, Desktop, In any app. The circle was still there except if it says "No Signal". I tried refreshing, restarting, messing with the display settings and control panel and nothing worked.

Here are some photos that may help you:

I believe this is called an "aim point" and it is a "feature" of the monitor intended for first-person shooter video games.  Go into your monitor's settings, scroll to "OSD", then find "Aim point" and turn it off.
