When I turn on the computer the CPU fan spins and the blue light on the front does not turn on. Their is no signal to the monitor. And the PSU fan doesn't work, so I took it out and saw this melted yellow stuff in it. And their is brown rust over the power pox. any suggestions?

On my Acer DA061L Boxer AM2 61 motherboard, the SATA 2 connector pins and plastic covering are broke. Will I need to replace the motherboard?
