    <description>&lt;P&gt;I am running Wndows 7. On pressing the 'power on' button the power light comes on, the fan starts, the DVD drive makes its usual noise and then after 3 secs the whole thing stops and all lights go off. The system&amp;nbsp;immediately starts again and the process is repeated - time and time again. It just continually loops. There is nothing showing on the screen at any time.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I have checked the HDD and the RAM and they appear to be OK. I have removed the DVD drive and tried various combinations of running with and without battery and power lead connected. All to no avail. I cannot access the BIOS even using the Fn+Esc key combination.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I am now leaning towards believing that I have a m/board probem.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;If anyone has a solution I would love to hear it!&lt;/P&gt;</description>

&lt;P&gt;It sounds like you are on the right path and have done all the correct steps to determine the issue. I would agree that the problem is hardware related. All the devices seem to be getting power but the loop could be related to the mainboard.&lt;/P&gt;
