Trying to download Create Factory Default Backup to USB drive, but in Creating the Recovery Drive window the Copying Recovery Partition progress bar is stuck at about 98% for several hours.

Try to self format the flash drive to FAT32 using the windows tool then retry. this should resolve the issue

Sorry, WIN 8 is new to me & need help to find "windows tool" and how to self format my 32GB USB Drive.

Go to computer. It will list all your disk/storage devices. Right click on the flash drive, click on format, go to file system and change it from NTFS to FAT32, the create the factory back up again.
